Notice of Request for Proposals: In accordance with Section 403.019, Texas Government Code, the Texas Comptroller of Public Accounts ("Comptroller"), an agency of the State of Texas, announces its issuance of a Request for Proposals No. 238k ("RFP") for the purpose of obtaining from qualified, independent persons or entities ("Respondents") proposals to provide debt collection and related services pursuant to Sections 403.019 and 2107.003(c-1) of the Texas Government Code.
Pursuant to Chapters 2155 and 2156, as applicable, of the Texas Government Code, the RFP will be issued and available by posting on the Electronic State Business Daily ("ESBD") at: https://www.txsmartbuy.gov/esbd, after 10:00 a.m. Central Time ("CT") on Wednesday, December 18, 2024. Notices of changes to items directly impacting the original RFP or solicitation process will be posted on the ESBD. Comptroller will post any amendment to the RFP on the ESBD as an RFP addendum. It is the responsibility of each Respondent to check the ESBD to obtain a copy of the RFP, as well as any updates to the RFP, prior to submitting a response to the RFP (a "Proposal"). Respondent's failure to obtain the original RFP from the ESBD and/or to periodically check the ESBD for updates will in no way release Respondent from compliance with any requirements in the original RFP, any addenda or any additional RFP information posted to the ESBD.

Closing Date: To be considered for evaluation, one (1) electronic copy of Respondent's Proposal (in searchable, .pdf format) must be received by the Issuing Office via email to contracts@cpa.texas.gov no later than 2:00 p.m. CT, on Wednesday, January 29, 2025. Late Proposals will not be considered under any circumstances. The anticipated schedule of events for the RFP is as follows: Issuance of RFP - December 18, 2024; Questions Due - January 6, 2025, 2:00 p.m. CT; Official Responses to Questions posted - January 8, 2025; Proposals Due - January 29, 2025, 2:00 p.m. CT; Commencement of Services - July 1, 2025. The Texas Commission on Environmental Quality (TCEQ or commission) staff is providing an opportunity for written public comment on the listed Agreed Orders (AOs) in accordance with Texas Water Code (TWC), §7.075. APPLICATION AND PRELIMINARY DECISION. Mustang Springs Utility, LLC and Jaffe Interests, LP, 4925 Greenville Avenue, Suite 1400, Dallas, Texas 75206, has applied to the Texas Commission on Environmental Quality (TCEQ) for new Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0016524001, to authorize the discharge of treated domestic wastewater at a daily average flow not to exceed 990,000 gallons per day. TCEQ received this application on April 5, 2024.
The facility will be located approximately 900 feet west of the intersection of Farm-to-Market Road 2843 and Mustang Creek Road, in Bell County, Texas 76571. The treated effluent will be discharged via pipe to Mustang Creek, thence to Salado Creek in Segment No. 1243 of the Brazos River Basin. The unclassified receiving water use is limited aquatic life use for Mustang Creek. The designated uses for Segment No. 1243 are primary contact recreation, public water supply, aquifer protection, and high aquatic life use. In accordance with 30 Texas Administrative Code §307.5 and TCEQ's Procedures to Implement the Texas Surface Water Quality Standards (June 2010), an antidegradation review of the receiving waters was performed. A Tier 1 antidegradation review has preliminarily determined that existing water quality uses will not be impaired by this permit action. Numerical and narrative criteria to protect existing uses will be maintained. A Tier 2 review has preliminarily determined that no significant degradation of water quality is expected in Salado Creek, which has been identified as having high aquatic life use. Existing uses will be maintained and protected. The preliminary determination can be reexamined and may be modified if new information is received. APPLICATION AND PRELIMINARY DECISION. Flying Bar D Ranch, LTD., 13681 Farm-to-Market Road 725, Seguin, Texas 78155, has applied to the Texas Commission on Environmental Quality (TCEQ) for new Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0016485001, to authorize the discharge of treated domestic wastewater at a daily average flow not to exceed 350,000 gallons per day. TCEQ received this application on February 13, 2024.
This combined notice is being issued to correct the description of the discharge route that was included in the NORI.
The facility will be located approximately 1.3 miles southeast of the intersection of Farm-to-Market Road 725 and U.S. Highway 90, in Guadalupe County, Texas 78155. The treated effluent will be discharged to an unnamed tributary, thence to Campbell Branch, thence to Elm Creek, thence to Cottonwood Creek, thence to Guadalupe River Below Comal River in Segment No. 1804 of the Guadalupe River Basin. The unclassified receiving water uses is limited aquatic life use for the unnamed tributary, Campbell Branch, Elm Creek, and Cottonwood Creek. The designated uses for Segment No. 1804 are primary contact recreation, public water supply, aquifer protection, and high aquatic life use. In accordance with 30 Texas Administrative Code §307.5 and the TCEQ's Procedures to Implement the Texas Surface Water Quality Standards (June 2010), an antidegradation review of the receiving waters was performed. A Tier 1 antidegradation review has preliminarily determined that existing water quality uses will not be impaired by this permit action. Numerical and narrative criteria to protect existing uses will be maintained. A Tier 2 review has preliminarily determined that no significant degradation of water quality is expected in the Guadalupe River, which has been identified as having high aquatic life uses. Existing uses will be maintained and protected. The preliminary determination can be reexamined and may be modified if new information is received. APPLICATION AND PRELIMINARY DECISION. City of Gainesville, 200 South Rusk Street, Gainesville, Texas 76240, has applied to the Texas Commission on Environmental Quality (TCEQ) for a minor amendment to Texas Pollutant Discharge Elimination System (TPDES) Permit No. WQ0010726001 to authorize disinfection method for the Interim and Final phases have been changed from chlorination to ultraviolet disinfection and to authorize a substantial modification to the approved pretreatment program. The existing permit authorizes the discharge of treated domestic wastewater at an annual average flow not to exceed 8,000,000 gallons per day. TCEQ received this application on March 11, 2024.
The facility is located at 1801 South Weaver Street, Gainesville in Cooke, County, Texas 76240. The treated effluent is discharged to directly Elm Fork Trinity River Above Ray Roberts Lake in Segment No. 824 of the Trinity River Basin. The designated uses for Segment No. 824 are primary contact recreation, public water supply, and high aquatic life use. The applicant has applied to the TCEQ for approval of a substantial modification to its approved pretreatment program under the TPDES program. The request for approval complies with both federal and state requirements. The substantial modification will be approved without change if no substantive comments are received within 30 days of notice publication.
Approval of the request for modification to the approved pretreatment program will allow the applicant to revise their technically based local limits and ordinance which incorporates such revisions and to continue to regulate the discharge of pollutants by industrial users into its treatment works facilities. Texas Water Code (TWC), §26.3475, authorizes the commission to order the shutdown of any underground storage tank (UST) system found to be noncompliant with release detection, spill and overfill prevention, and/or, after December 22, 1998, cathodic protection regulations of the commission, until such time as the owner/operator brings the UST system into compliance with those regulations. The Texas Department of Housing and Community Affairs (the Department) announces the availability of $400,000 in CSBG Discretionary funding for a Reentry Activities Pilot Program. Each year the Department sets aside 5% of its annual CSBG allocation for state discretionary use. Each year funds from CSBG Discretionary are used for specific identified efforts that the Department supports such as assisting previously incarcerated individuals reenter the community and helping them to obtain rental housing through landlord incentives, security deposits and other reentry activities related to housing. This year, $400,000 has been programmed for the Reentry Activities Pilot Program for which the Department is issuing this NOFA. The Department will release funds competitively.
The Department's contract period for the 2025 CSBG Discretionary Reentry Activities Pilot Program is 12 months and is anticipated to begin May 1, 2025, and end on April 30, 2026.
Interested applicants must meet the requirements set forth in the NOFA and must submit a complete application through the established system described in the NOFA by 5:00 p.m., Central Time on January 22, 2025.

The Texas Department of Housing and Community Affairs (the Department) announces a NOFA of approximately $1,000,000 in HOME funds for single family housing programs under the Contract for Deed (CFD) set-aside. These funds will be made available to HOME Reservation System Participants with a current Reservation System Participation (RSP) Agreement. Funds will be available beginning Tuesday, January 7, 2025, at 10:00 a.m. Austin local time.
CFD provides funds for the acquisition or refinance, in combination with New Construction, of single-family housing occupied by the purchaser as shown on an executory contract for conveyance. Specific program guidelines can be found at 10 TAC Chapter 23, Single Family HOME Program, Subchapter D, Contract for Deed Program, §§23.40 - 23.42.

The availability and use of these funds are subject to the HOME rules including, but not limited to the following Texas Administrative Code (TAC) rules in effect at the time of application review or contract execution (as applicable): Title 10, Part 1, Chapter 1, Administration; Chapter 2, Enforcement; Chapter 20, the Single Family Programs Umbrella Rule; Chapter 21, the Minimum Energy Efficiency Requirements for Single Family Construction Activities; Chapter 23, the Single Family HOME Program, (State HOME Rules); and Tex. Gov't Code §2306. Eligible Activities
Homeowner Reconstruction Assistance (HRA). HRA provides funds for the reconstruction or new construction of a single family residence owned and occupied by eligible low-income Households. Specific program guidelines can be found at 10 TAC Chapter 23, Single Family HOME Program, Subchapter C, Homeowner Reconstruction Assistance Program, §§23.30 - 23.32.
Tenant-Based Rental Assistance (TBRA). TBRA provides rental subsidies to eligible low-income Households. Assistance may include rental, security, and utility deposits. Specific program guidelines can be found at 10 TAC Chapter 23, Single Family HOME Program, Subchapter F, Tenant-Based Rental Assistance Program, §§23.50 - 23.52.
Eligible Applicants include Units of General Local Government, Nonprofit Organizations, Public Housing Authorities, Local Mental Health Authorities, and Councils of Government. Funds may not be used in a Participating Jurisdiction (PJ).

TPWD will hold a public comment hearing regarding the application at 11:00 a.m. on January 24, 2025 at TPWD headquarters, located at 4200 Smith School Road, Austin, Texas 78744. Pursuant to the authority granted under Transportation Code, Chapter 223, Subchapter F (enabling legislation), the Texas Department of Transportation (department), may enter into, in each state fiscal biennium, up to six design-build contracts for the design, construction, expansion, extension, related capital maintenance, rehabilitation, alteration, or repair of a highway project with a construction cost estimate of $150 million or more. The enabling legislation authorizes private involvement in design-build projects and provides a process for the department to solicit proposals for such projects. Transportation Code § 223.245 prescribes requirements for issuance of a request for qualifications and requires the department to publish a notice of such issuance in the Texas Register. Pursuant to the enabling legislation, the Texas Transportation Commission (Commission) adopted Texas Administrative Code, Title 43, Chapter 9, Subchapter I relating to design-build contracts (the rules). The enabling legislation, as well as the rules, govern the submission and processing of qualifications statements, and provide for the issuance of a request for qualifications that sets forth the basic criteria for qualifications, experience, technical competence, and ability to develop a proposed project and such other information the department considers relevant or necessary.
The Commission has authorized the issuance of a request for qualifications (RFQ) to design, construct, and maintain the SH 99 Grand Parkway Segment B-1 Design-Build Project (Project) in Brazoria and Galveston Counties, Texas. The improvements will include two tolled lanes in each direction along SH 99 from south of FM 2403 to FM 646, and certain non-tolled operational improvements along SH 99 and SH 35, including around the SH 35 / SH 99 interchange. The Project has an estimated design-build cost of approximately $ 1.94 billion.
Through this notice, the department is seeking qualifications statements (QSs) from teams interested in entering into a design-build contract and a capital maintenance contract. The department intends to evaluate any QS received in response to the RFQ and may request submission of detailed proposals, potentially leading to the negotiation, award, and execution of a design-build contract and a capital maintenance contract. The department will accept for consideration any QS received in accordance with the enabling legislation, the rules, and the RFQ, on or before the deadline in this notice. The department anticipates issuing the RFQ, receiving and evaluating the QSs, developing a shortlist of proposing entities or consortia, and issuing a request for proposals (RFP) to the shortlisted entities. After review and a best value evaluation of the responses to the RFP, the department may negotiate and enter into a design-build contract and a capital maintenance contract for the Project.
RFQ Evaluation Criteria. QSs will be evaluated by the department for shortlisting purposes using the following general criteria: project qualifications and experience, statement of technical approach, and safety qualifications. The specific criteria under the foregoing categories will be identified in the RFQ, as will the relative weighting of the criteria.
Release of RFQ and Due Date. The department currently anticipates that the RFQ will be available on January 3, 2025. The RFQ will be available at the following website:
